Don't restore a maximized window if it is being dragged up

Sometimes it is possible to accidently click on the top of a window.
If you drag up, the window is restored and then it's displayed the shape of Aero Snap to maximize it again. Very annoying.

Restore a maximized window only if the mouse is not being dragged up.

I don't see how people would accidentally click and drag up. But sometimes I drag the window to minimize it (maybe a pixel up?)

It would be better if the margin for error would be better (for example the window won't restore until its moved 3-4 pixels?)
