I don't know why and I don't know if it's just my install but if I press Win+R for the run command it always states "This task will be created with administrative privileges."
This is a security issue imo as EVERY command (even paint) will have admin privileges and no UAC is triggered.

Run commands in user context only and/or provide a button to elevate WITH UAC PROMPT if neccessary

Not sure about Seven, but in Vista this only happens when UAC is turned off. If you have one of the hard drives given out at PDC, then they probably enabled Admin privileges and turned off UAC by default.

Yea that should be the same reason for the behaviour in Win7 too!
Check if your UAC is disabled!
