Wasted Space in Native Applications

One thing I have noticed in Windows 7 and Windows Vista is the amount of space wasted in Windows native applications.

The control panel has lots of apps that have wasted space.

Here is a small list:

Windows Sideshow
Windows Anytime Upgrade
Welcome Center
User Accounts
Sync Center
Speach Recognition Options
Printers
Power Options
Bluetooth Devices
Backup and Restore Center
Windows Update

Native apps should not have wasted space (White Space), if more space is needed then apps should expand automatically.

I have used Windows Vista as an example you can see from the attached image what i mean, this problem is evident in Windows 7

I don't want self-resizing windows as they are in Mac OS X.

No it's not.

You can close that pane in Windows 7 anyways.

Why? it doesn't affect, it keeps consistency, and I'd prefer that than a window randomly resizing on me =/
