It may be a bit weird, but its what he/she likes so deal with it ;)
30 other people promoted this problem on the duplicate submission. Its clearly a problem.

@Chris: It only happens when the taskbar is wider than the start menu, which is a ridiculous width to have it at anyway.
Just checked; the taskbar doesn't even allow more than one column of icons to be visible wihout a scroll bar no matter how wide it is when docked to the side. There is NO reason for the taskbar to be this wide.

I think the real problem is with you, for having it so wide in the first place. What's the point? It seems to me you've just clicked around randomly until you can make something break.
Best "solution" is to limit the taskbar height/width to 3 or 4 rows/columns.
