really? i didn't notice but it does make sense about the loading the user list part
but then again if your not actually testing this no one would lock and immediately unlock a computer right? so loading a small user list while the pc is locked doesn't effect at all

Not so. If you select "Switch user", it means other users can also log in, whereas selecting "Lock" means only you (or an administrator) can log in. Yes, it makes no difference if you're the only person using your computer, but in case of multi-user setups there's a distinct difference. Hence, joining these two into one option is not a good idea.

"If you select "Switch user", it means other users can also log in, where as selecting "Lock" means only you (or an administrator) can log in"
that's exactly my point instead of letting me (or administrator) login why not let all users login when i select the lock option, there's no harm in that right?
If everyone can log in, doesn't that kinda defeat the point of calling the option "Lock"?
Edit: I did some quick testing. When locking the computer, the first screen shown contains the login form, and only the user who locked the computer or an admin can log in (others are shown an error message). However, when choosing the "Switch user" option from that screen, a list of all users is presented and everyone can log in just fine. So indeed, that button defeats the point of calling the option "Lock". To make that option useful again, I'd suggest either removing the "Switch user" button from the locked login screen, or alternatively restricting the list of users shown to the user who locked the computer plus administrators.

It's not a matter of locking and immediately unlocking; but you're right, the loading of the list isn't a big deal, but when you log back on it also takes longer then when the system is simply 'locked'.
What is even more annoying is there is no confirmation if you did indeed want to shut down your PC. Accidently clicking on it is very annoying (i admit, it doesnt happen often, but when it does it really does pee you off)
At least include an option to warn before continuing.

True, however;
When you simply lock the computer it doesn't load the users list, nor show the users screen.
This makes locking, and logging back on, a bit faster.
Even with only one user, the process is slower using the Switch User option compared to the Lock option.
