Support changing domain password when not connected to the domain

In Windows XP Stored User Names and Password dialog, one could change the stored password for a domain even if the computer was at that time connected to a workgroup. Sadly, this feature went away in Windows Vista. Windows 7's redesigned Credential Manager does not have it either.

Allow the domain password to be changed from a GUI. Currently, Windows 7 and Server 2008 R2 do allow joining a domain offline using a command line utility, djoin.exe and further requesting for a new password. However, the stored password can be updated only when the computer reconnects to the domain. Also, the Credential Manager syntax in Vista and Windows 7 no longer accepts the <domain>\* syntax which allowed users to wildcard all passwords in a domain, now we must type the Fully Qualified Domain Name (FQDN) for any resource. Please fix this UI.
