Windows 7 Professional Screensaver Issue

Recently my Windows 7 screensaver had some problem. Be it, restarting or even shutdown and start the system again, the screensaver keep auto reset the time to 999 minutes. Although I manually reset to 4 minutes but after 4 minutes no screensaver is activated, I also cheeck the registry,
HKEY_CURRENT_KEY\CONTROL PANEL\DESKTOP\ - It show
ScreenSaveActive set to 1
ScreenSaveTimeOut set to 240 second which is 4 minutes,
Restarting or even shutdown and start the system, the registry ScreenSaveTimeOut is still set to 240 second which is correct, but right click > Personalize > screensaver, it wait time auto change to 999 minutes.
How can I resolve this issue??, It damn freaking annoying.
