Forget "Last Save" Location

When you save/download a new file within Windows--Windows tries to save in the same location as the previous save.

Example: Download a file from the internet and save it to a USB drive, the drive is removed and when you go to save another file windows searches for the drive and an error message pops up.

Always ask where to save without assuming that you are going to save to the previous location.

Open the users home directory/libraries and allow a save location to be selected

How about a list of the recent locations? The libraries are always accessible by the siderbar.

I actually like this behaviour, trying to download a large number of files and having windows ask for a location each time would get really annoying really quickly.

@ hoopla yes it is, since its a "download" otherwise the folder wouldnt be there.

The overall behavior can be controlled in the specific program and there is a "recent locations" feature in the new Vista save dialog.

I like the feature as it is now because I don't want to always select/remember the last location. That's what a computer can do for us perfectly.
