Alignment in Programs and Features is wrong

The alignment in the UI of the programs and features control panel is wrong. Firstly the toolbar should be aligned at the top of the window, below the address bar to remain consistent with explorer and IE, instead it is in the middle half way down.

Also there is a stupid title and silly one line instruction. It is not needed, there is a help button for gods sake. Because of this silly title there is lots of uneeded white space hence the spacing between the toolbar and the rest of the UI

Make it more consistent with the rest of Windows, by moving the toolbar so it is always at the top, like explorer, remove the uneeded title and expand the list box where the white space was.

This also applies to the font control panel, there is the same stupid white space.
