"Busy" mouse cursor stuttering

Yet another stuttering issue in 7! The default "busy" mouse cursor has at least one last frame missing, which causes the animation to not loop correctly.

The Vista cursor is OK and if you use it in 7 - it's animating ok. So it is not a hardware issue.
