Desktop icons do not automatically "snap" to the top edge of the screen [duplicate]

If desktop icons are aligned to a grid, they do not "snap" to the top edge of the screen. The screenshot shows an icon in the top left corner, and its clickable area - there is a gap at the top.

This means that Fitts' law is violated.

The icon alignment should snap to both the left and top edges.

The icons can be moved manually to mitigate this, but this is fiddly and the selection box can go off the screen.
