Relocate the view options for the Control Panel to the Explorer "View" menu

All of the view options in the Control Panel menu are disabled. Instead, there is a widget, way over on the right of the Control Panel, that allows toggling of the view among three states. (I didn't even notice this until the users below pointed this out.)

This is inconsistent and confusing. Why not just change the options in the View menu of Explorer? Two of the three selectable options (Small Icons and Large Icons) are already there!

Relocate the functionality of the "View By" combo box to the Explorer menu bar, and remove the widget.
