Quick Launch toolbar bug: icons spontaneously rearrange into fewer rows

The Quick Launch bar is absolutely essential to my Windows experience. i probably use it more in any given day than I use the Start Menu.

(I tried Superbar - really, I did. And I hate it with an undying passion, for many reasons... this isn't the right place to elaborate, but I'd love to tell you why, if you're interested.)

Anyway, there's a problem with the Quick Launch bar: it keeps spontaneously forcing all of my icons into fewer rows and displaying a "More Icons" arrow.

In particular, I keep my taskbar two rows tall, and I select my Quick Launch icons to fill both rows. But Windows keeps spontaneously forcing them into a single row, as in the image below.

If I unlock the taskbar and change the size of the Quick Launch window, my icons remain in this single row. But if I MOVE the taskbar, the icons immediately rearrange to fill both rows - even without changing the height of the taskbar or the width of the Quick Launch window.

There's obviously a logic error here. Please fix it. I know Microsoft wants to promote a migration to Superbar... but breaking the old feature isn't a good idea. ;)

Review and fix the inconsistent logic in the icon arrangement of the Quick Launch toolbar.
