Old color chooser dialog used for 'Choose a Background Color'

In the 'Change Wallpaper' control panel (with Desktop Slideshow on) there's a link to 'Change background color'; this loads the old windows-95-style color picker.

Replace the color picker altogether, or at least make it more consistent with the rest of the user interface.

I think the main topic should be "replace windows color picker" and also replace that standard 16 color picker thats always hidden with in windows.
