Black border in some control panel applets

Some control panel applets (system wallpaper, system icons, themes, display settings, etc.) lack consistency if compared to more recent user interface design examples (like the troubleshooting result list or the live messenger avatar dialog box). The selection has an ugly and unuseful black border.

The border around the selection area should be removed.

I believe they removed this on 6933 or so. One of the PDC talks brought up its removal.
