Due to the stupidity of Long (that's me), all comments on the Windows 7 Taskforce after March has been lost.

Customize the command bar - a drag 'n' drop solution

The command bar doesn't let me customize the commands that go onto the command bar

i'm not sure but i think you could do something like this in windows XP and earlier, where they were toolbars which you could move and re-arange

allow custom commands to be placed on the command bar
- use a drag and drop interface like in Firefox
- adjust how many rows you want (keep the number of rows limited)
- also be able to change what commands appear when focusing a file (by file type or single file)
- give ability to make own commands (i don't have any ideas about how that will work but its my idea)
