"Folder in Use" dialog doesn't specify which program is using the folder

"Folder in Use" dialog says "The action can't be completed because the folder is open in another program. Close the program and try again"

The problem is that it doesn't specify which program, so the user may not know how to solve the issue easily.

Specify the program or process where the folder is open. This allows the user to easily identify it to take proper action.

This happens to me ALL the time! It is extremely annoying and I wish this would get fixed immediately. The worst part is that it seems to fix itself and let me rename/delete the folder/file in a few minutes, even if I don't change anything.

So there is no fix to this? Just close down and wait for it not to happen again?

The irony is that a new API, IFileIsInUse was introduced in Vista to address this but Explorer itself doesn't use it?
