Mouse scroll wheel on task bar icons

if you want to quickly change something frequently in an app, you have to open the application, find the control and change what you want.

allow hovering the mouse over the taskbar icon, and letting the application decide what to do when you scroll the mouse wheel, for example,

mouse over outlook taskbar icon and scroll up/down scrolls through emails in current email folder.
mouse over media player taskbar icon and scroll up/down scrolls through tracks on current cd or playlist.
mouse over internet explorer taskbar icon and scroll up/down scrolls through open tabs.
mouse over preffered dvd player taskbar icon and scroll up/down scrolls through dvd chapters.

it would obviously be up to the software provider to implement the change to the application, but this is, as far as i know, not available to the software developers currently.
