<7057>Photo Viewer's "help" icon turns to an XP era icon when hovered over

Found this bug while in photo viewer. When you hover over the "help" icon, you are presented with a XP era help icon. The icon is vista/7 era when you don't hover over, but once you hover it changes to the XP era. Strange thing is once you click on it, it returns to the vista/7 era icon for second, goes back to the XP era and then back to the vista/7 era.

To reproduce:

- Right click on a photo
- Select open with
- Windows photo viewer
- Hover over the help icon. You should than see it switch to an XP era icon
- Click on the help icon and you should see it switch back to vista/7 era, back to XP era and then back to the vista/7 era

Fix the bug so the same icon is shown and perhaps the background overlay can show like in explorer with that help icon,
