Language Bar has multiple issues

1. The menu style is non-standard.
2. The IME Pad for Japanese acts very strangely - buttons don't have have mouseover animations (even the Close button doesn't glow).
3. The glow over language bar items in the taskbar is non-standard.
4. Tooltips in the IME Pad are in the XP style.
5. Some icons still use the 'cute' XP style.
