<FIXED> Tooltips show up in the top left corner

On more than a few occasions, hovering over a tray icon to see it's status will somehow show up in the top left corner of the screen and doesn't go away until a few clicks are made. I don't have much 3rd party software installed and it usually happens with the network icon, so it looks to me like a bug.

Correct the behavior.

Can't say I've experienced this, but the tooltip for the Network icon is still buggy for me in that it gets stuck and doesn't disappear.

I haven't seen this happen in build 7000 at all, so i'm changing this to fixed. (the title)
