Missing mouse focus for scrolling
When you open a new window, the focus of the mouse should be in scroll areas to use the mouse wheel. While also previous versions of the OS have never changed the focus automatically when hovering over another window, it has put the mouse focus in new windows that pop up. This functionality is missed in a lot of dialogs in Vista and still in 7 like the Folder view properties: There it is not possible to scroll with the mouse wheel without selecting a check box.

New windows opened by the user should always get the focus.
or: Automatically change the focus to that window under the mouse pointer.

I was just about to post this myself.
I think the new Notification Area Icons customisation window is particularly bad - you have to click a drop down list before you can scroll. I originally though scroll was broken entirely for that window... (at the same time I would like to say how much I love the new notification area setup - huge improvement on previous versions!)

Yes, it seems to be Segoe UI. :)
Fixed for the shown example but still there on other dialogs like the new desktop background image dialog.
The issue re-appeared on build 7057 :(
