I think when things are in different contexts they can be allowed to be different sometimes. I'm not saying this is a bad idea, just that 'consistency' is overrated.

Because some of the windows like Add/Remove Programs and Windows Update use the Vista style SysListView control while regular Explorer windows use DirectUI.
