Dial-up settings in Internet Options uses legacy modem icon

As the title says. Go to Control Panel -> Network and Internet -> Internet Options (or open the dialog from IE's Tools menu), Connections tab. In the "Dial-up and Virtual Private Network settings" section, modems are listed with a legacy icon.

Use the Aero-style modem icon. See screenshot.

That looks more like a cross between a XP icon and a non 16x16 verson of the vista era, but in a low res (256 colors)

That's not a legacy icon (it was yellow), but +1
