[fixed] The "Feature Bob Invented" is missing in the Scenic Ribbon

One of the coolest (and very usefull) little details of the Fluent UI of Office 2007 is still missing in the pre-beta of Wordpad and Paint: The ability to change a tab by scrolling the mouse wheel while over the Ribbon.
