I like this because in the Action Center windows, user have more details and options, like turn off Windows Update messages.

Hmmm. The Action Center is really supposed to be focused directly on security issues. While I'm aware that many updates are security-related, this might be diluting its purpose too much.

I DO like your mockup for the popup ("mockup for the popup?" I'm sorry), but no to integrating with Action Center.

Changed my vote. After using Win7 for a while now, and getting more familiar with Action Center, I agree that it could easily include Windows Update.
