“All Programs” and “Search” functionality on the Taskbar ...please
So I understand that you suggest instead of just having one button for the Start menu you want a search button with a search field, an All Programs button with a list and so on?
Well no. It's a bad idea. The beauty of the Start menu comes from it's power and simplicity. Only one button, one key to start everything by clicking, typing or saying.
With your suggestion it would be chaotic like on a Mac: You may first look inside a "Favourites" menu, then in a "Recent" menu, if you can't find what you are looking for you may look in the "All Programs" menu... no.. then you open up the search field and start to type. Terrible.
Inside the Start menu you get all this with one look: If "Word" is not pinned or under "recend" you type it in. Easy!

Allow windows snapped to sides to be grouped
I think this would make things too complex. The easiest way would be to minimize the windows on top of your two snapped windows. Or just click two times to bring them on top again. 2 clicks is not really an issue IMO.

Start Menu search options should have "Run as administrator"
Yeah, CTRL Shift Enter. An admin should know this ;)
Fix This Problem! Windows 7 Media Center Volume Control is Global
@john mon: Media Center is not designed to work specifically with a mouse. So the big advantage is that there aren't tool tips and contextual menus everywhere. If you want such things, you may use Media Player and Libraries.

It was actually February 2009 ;)
And here is my suggestion with a simple solution: http://www.windows7taskforce.com/view/1171
Photo Viewer's command bar does not match explorer
Every team creates it's own command bar. They have too much time and too much money.
Windows Photo Gallery
The new Photo Viewer should be as simple as possible for people who only want to view images. But it should be build from the newer Live Photo Gallery.
