Program Compatibilty Assistant: Why does it come out? What settings are applied?

Problem: It's almost 3 years after Vista is released, and we can still see this Program Compatibilty Assistant pop out from time to time, sometimes after uninstalling something, sometimes after using a little utility (not for the un/installation of any program) (more...)

Solution: Just tell me what does it want to do. And maybe let us report any false alarms to Microsoft, if the current Customer Experience Improvement Program (CEIP) does not report these incidents.
