It would be very distracting to use and would take up much screen estate. Does the peek still show even it is in the list of window names? If it does then it shouldn't be much of a problem.
The up and down push button to scroll icons in taskbar is annoying (user must click tiny arrow buttons and no indicator to guide user which arrow to click)
Left/Right Arrows at the ends would be more logical i suppose. Since you will want to rearrange the icons I don't think it will move the list up if you drag it up, so it will be better if left/right so that if you drag the icon to the left it moves the list to the left.
Also, if the icon wants attention or has progress but it is not visible the left right arrow would glow for it.
AutoPlay should work like Device Stage
It think it should have these options in Autoplay control panel item:
When insert &*^!#: Open Autoplay Window
(Checkbox active when above option is selected) Hide Autoplay Window but inform (orange glow)
