Pie charts shown in the general tab of hard drive proprieties dialog box need redesign
The charts showing the busy and free space of hard disks are visually old.

Tooltip for Close/Minimise/Maximise uses XP style
Incredibly, the tooltips for these buttons STILL haven't been updated from the old XP style.

Get Rid of Unneeded Tabs
There are tons of preferences and customization windows and such that have been split apart from other preferences windows, but still contain the tab bar at the top, even though only one tab remains.

.reg files icon is very outdated, looks like Windows 95
The icon for .reg files is looking like the one that came with Windows 95.

UI Inconsistency in Wordpad
Ruler in wordpad is ugly and old, and doesn't fit in with the rest of the ribbon. Also, the gray and the white don't change along with the controls so it's confusing for the user.
Make the ruler fit in with the rest of the UI.

Legacy FTP "Log On As" Screen
When logging into an FTP directory through Explorer, the Log On As screen is entirely outdated. The icons appear to be from the Windows 98 era and the color scheme does not match the newer Aero styling.
Update the icons and the window color scheme.

Default Windows Media Player skin is from WMP8
The default Windows Media Player skin for Skin Mode looks like it's from WMP8. Skin Mode itself seems like a relic.
Change the default to "Revert" or dump Skin Mode altogether. Now Playing mode seems to accomplish the same task, making the player smaller and showing a visualization/album art.

Windows Explorer Scrolling
In MS Outlook, to be able to scroll through some pane, it's enough to position your mouse cursor somewhere in that pane. In Windows Explorer, first you have to click on some part of the window to begin scrolling through it.
Make Windows Explorer behave like MS Outlook.

Windows Installer (msiexec.exe) has an old icon
Windows Installer has an OLD Windows 2000/ME style icon.
It's gotta go, get that icon gone. Replace it with something a little more Vista-like.
Also, remove that silly little window that says "Please wait while Windows configures [program]..." with the highly inaccurate progress bar.

Paint properties are vintage
Thought Microsoft finally abandoned old Paint? WRONG!
The Properties dialog where you can change the image's width and height (and color depth) is still the original dialog you know from Windows 95.
Update that dialog to match Aero aesthetics and implement new features and abilities like choosing a transparent color (Windows 98 featured that although it never worked)
