Black screen during hibernation? Why?
Is it by design? You don't know if the hibernation started at all or if it's finished or not: you have to look at the hdd led (if any!) because you don't venture to plug out the power cord.
Bring back the XP hibernation status bar with new design.

Windows Media Download in WMP has old IE animation
When listening to an internet media file and choosing save as in WMP, the download dialog looks like it's from an old version of Internet Explorer.

Drive letters change
Partition/drive letters change when you do one of the following things:

1. Plug in your drive -> Windows assigns G:
2. Remove the drive
3. Insert a second drive -> Windows will once again assign G:

Always reserve the drive letter set up for a device by partition's GUID and remove that reservation only if there are no more drive letters available (eg. all filled up from C: to Z:).

Menu Item Height isn't uniform
Sometimes context menu items will be shorter than normal. I've noticed this with Office Groove shell menu items and in Azureus/Vuze. I think it only occurs when there is an icon included, but I could be wrong.

Better UI for Bandwidth Management
In places with limited connectivity, or when using mobile internet services, Windows offers no easy way to turn off non-essential things like updates, and it doesn't offer any good bandwidth tracking.
Build in a front end for bandwidth management (to handle BITS transfers etc), update the task manager monitor with kbps and bandwidth totals, and add bandwidth tracking tools.

Allow the Security tab to be displayed when multiple objects are selected, possibly Sharing and Previous Versions as well. I've yet to touch those tabs though... I imagine when I do there will inevitably be a UX problem to report though...

The solution is simple – provide something by default, perhaps make it customizable and/or extendable, and let us forget all those custom OSD programs that we're using right now. Of course, some options to disable OSD wouldn't hurt either.
