Wasted Space in Native Applications

Problem: One thing I have noticed in Windows 7 and Windows Vista is the amount of space wasted in Windows native applications.

The control panel has lots of apps that have wasted space.

Solution: Native apps should not have wasted space (White Space), if more space is needed then apps should expand automatically.

Windows Logbook: Tracking changes in your system, for the low-end user.

Problem: Please comment before demoting!
Suggestion:

A Windows Utility that helps low-end users track their computer. It like a more intense parental control, but more meant to help in diagnosis of problems. It would use simple terms like:
